Content that quoted or aligned with materials provided by interest groups were evident in submissions.
Published materials from the following interest groups were identified as such when seen in submissions, as well as being coded to each relevant theme and topic.
- Reality Check Radio/Voices for Freedom (at least 650 submissions identified)
- New Zealand Doctors Speaking Out with Science (NZDSOS)
- The Health Forum New Zealand
- Guy Hatchard (Hatchard Report)
- FACT Aotearoa (Fight Against Conspiracy Theories)
- Aotearoa Covid Action
Analysts identified these submissions as being affiliated with an above interest group by applying the following reasoning: If a series of points raised in the submission were very similar to material prepared by an interest group, where it could reasonably be viewed as originating from that interest group, analysts coded it as such.
While Phase One public submissions included many identifiable pro forma submissions (copied/repeated verbatim from an interest group's material), in Phase Two, outright pro forma submissions were less common. Rather, interest groups urged followers to make a submission and/or provided talking points (as below) upon which submitters could base their text.
Interest groups frequently provided several options for material upon which submitters could base their submission, for example, the group's own submission, a series of questions, talking points, prompts, and/or directly emailing followers with suggested content for a submission.
