Who we heard from in submissions

Age. Older age groups were over-represented. More than half (53%) of submitters were 55 years or older. Just 9% of submitters were under the age of 35. Gender. Most submitters were female (64%), and just over a third were male (35%). People who said they were gender diverse made up 0.5% of submitters. Location. Almost 3/4 of submitters were from the North Island (73%) and just over a quarter (26%) were from the South Island. 2% were from other places. Ethnicity. Most submitters were NZ European/Pākehā, 10% were Māori, and an array of other ethnicities made up remaining submitters Health conditions. Over half of submitters stated they have a health condition or disability; these encompassed a wide variety of conditions. Essential workers. Most submitters (68%) were not an essential worker during lockdown/s. Around a quarter were an essential worker.
